Starter edition - "New" shared app too big

Created a new Shared App, only has android at the moment. Added zero additional code, so we are talking default app... try to deploy to device and it exceeds the limit... what is up with that? Is this a mistake? I want to use Xamarin for Android but don't want to pay until I am ready to put something out (How many indie devs buy and never get around to using it?) Is that possible? Is there options for more progressive licensing like what Unity is doing.. Pay when you earn or when you are ready to put something into a app store? I see $99 options splashed around for students, is this possible for start ups (1 man home dev units)

    Check the Pricing page. Under the subscription options you'll see "Are you a startup or small business? Contact us." They're apparently offering special pricing.
