Free provisioning with remote Mac

I just purchased an iPad to test my app on a real device. I followed this guide to set it up:

but I got stuck at point 12.
I am getting the error message:
"Failed to create provisioning profile.
There are no devices registered in your account on the developer website. Plug in and select a device to have XCode register it."

I am working on Windows with Visual Studio 2019, and I rent a remote Mac which doesn't recognize my locally connected device.
Is there a workaround for this, or do I need to enter the Apple Developer Program now, and go with Automatic Provisioning?

    As of Oct 2020, I develop and test on Windows machine i.e iOS, Android and UWP, with macOS on VMware(being able to deploy and test on my iOS physical devices). See the links
