How call a command when an event is triggered?

I have relativeLayout and me need load data when relative layout showed.
How can I implement this?

    I created relative layout in a separate xaml file and include him in page. In relative layout file i have a listView with binding and me need fill data massive, but i don't want fill massive in constructor. I thought I could do it with triggers and binding.
