With control-panel you mean the place where you can (dis)-enable Wifi, Bluetooth and so on?
    If yes; no.

You haven't said what you want to do after opening the control panel/settings, but to answer your initial question:

In Android-specific code, it's possible to open settings by instantiating an Intent with the appropriate settings specifier (e.g. Settings.ActionPrivacySettings), resolving the intent and then starting it. So, you just need to choose your preferred method for having platform-specific code called from your test.

Alternatively (and I haven't done this for settings, so this is unproven), if you can find the appropriate information required for the settings app you may be able to have your UITest code start the settings app in the same way it starts your own app.
