I want to add a toolbar to my iOS/Android Xamarin forms based application.
What is the best approach to do this if it is possible at all?

I am referring to the native (Android/iOS) application toolbars that are not part of any individual Xamarin forms Page.

Most Android apps have a single toolbar (previously called ActionBar) that remains visible as pages are swapped in and out below it.
Use a NavigationPage.
Navigation page provides typical iOS navigation style.
For iOS we will put the menu/title bar at the top of each page but that's not how modern apps on Android are designed.
Open any of google's apps or other popular software vendors and you see that the app's titlebar does not swipe out when you navigate between pages.
I would still recommend using navigation page and taking a look at the customization you can do to it. There are actually a lot of different things you can do with navigation page and the toolbar. As of right now Navigation Page is your best bet unless you would like to use a custom renderer. I hope this helps!
I think I'm into a customer renderer. Android apps don't swipe out their title/search/menu bar when you navigate between pages. That's iOS style.
