Portable Class Library unsupported in Windows Xamarin Studio?

I can't find an option to create a new Portable Class Library on the Windows version of Xamarin Studio (4.0.14), but on the same version on OS X there is an option to. When I create it on OS X and try to open the project on Windows I get an unknown solution type error. Does this mean that I am forced to buy a paid version of Visual Studio in order to make portable class libraries that can be used on Windows? Here is the error message

Unknown solution item type: {786C830F-07A1-408B-BD7F-6EE04809D6DB};{FAE04EC0-301F-11D3-BF4B-00C04F79EFBC}

    The PCL templates are only available when the PCL libraries are installed. You can get the PCL installer for Windows from Microsoft (note that they are automatically installed by VS).

    Did PCL support just disappear in the latest alpha for VS? 1.8? The XML files aren't in the reference assemblies dirs. either.

    AFAIK it's a bug in the alpha. But you should probably ask in the VS forum, not the XS forum :)
