VS2017 is not deploying xamarin.forms app to android emulator.

I am not able to debug Xamarin.Forms app to Visual Studio Android Emulator.

I created new empty Xamarin.Forms app from VS2017 Cross platform template. I set Android project as start up project, and I try to run debug or start without debugging, but VS2017 hang state after “Emulator is running.

The Output window in VS2017:

My dev environment, newly purchased XPS15 9560 with Windows 10 Pro. I installed VS2017 Enterprise.
I change Emulator to 5" KitKat (4.4) XXHDPI Phone (Android 4.4 - API 19), but result are the same. I can't see xamarin app is starting running in emulator nor installed.

This is the exact the same issue as described in https://theconfuzedsourcecode.wordpress.com/2017/01/03/is-your-visual-studio-stuck-at-emulator-is-already-running/ but I am not able to follow that steps as my windows does not have HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Android SDK Tools.
