How can I create and upload a textfile to ftp without access denied or shared violation?

I want to create a local textfile and upload this saved textfile to a FTP-Server but Xamarins says always that the access is denied or that i share a violation on this path. So how can I do that without these Exceptions?
I tried it until now with:
File.Create("tbTextbox.Text + ".txt" ");
WebClient.UploadFile("ftp://blalabla/bla/bla","tbTextbox.Text + ".txt" ")

    Do you have permissions on your manifest?

    Yes I have. I set write and read external storage permission.

    Both of them.
    System.IO.IOException: Sharing violation on path /data/user/0/Schoolmate.Schoolmate/files/bla.txt
    System.Net.WebException: An exception occurred during a WebClient request. ---> System.IO.IOException: Sharing violation on path /data/user/0/Schoolmate.Schoolmate/files/bla.txt
