DataTriggers on ToolbarItem broken

I'm using DataTriggers throughout my app without issues, but when using them on a ToolbarItem the trigger doesn't fire/do anything. I'm trying to change the Icon and Text based on a boolean value property.

<customControls:ToolbarItem.Triggers> <DataTrigger TargetType="customControls:ToolbarItem" Binding="{Binding IsComplete}" Value="False"> <Setter Property="Text" Value="COMPLETE ASSESSMENT" /> </DataTrigger> <DataTrigger TargetType="customControls:ToolbarItem" Binding="{Binding IsComplete}" Value="True"> <Setter Property="Text" Value="RESUME ASSESSMENT" /> </DataTrigger> </customControls:ToolbarItem.Triggers>

If I change the Setter Property to reference a Property that doesn't exist at runtime it throws an exception that the property name is invalid. So it's not completely ignoring the trigger code, it just doesn't fire it.

Nobody has encountered this before? Guess I'll just raise a Bugzilla then as I'm convinced it must be broken.
