Visual Studio Publish Android App Option Not Available

Trying to publish an app but the option in the android tools menu is not there after updating VS.

I have disable 'Use Shared Runtime', built the app in release mode and selected the project in the solution window.

    For cross-referencing, in case anyone else comes across this thread first when searching about this:

    Android Archive Manager and Publishing

    ... The new Archive command replaces the old Build > Export Android Package (.apk) and Tools > Android > Publish Android App commands.

    The above link is a terrible example of how this works. What is the difference between the Open Distribution button, and Open Folder button? They seem to take me to two entirely different directories.

    Also when I click Distribute all it does is ask for my key and then Save As. I have seen other screen shots where it has a button that says Continue and you have more options to publish the App.

    Is there some actual proper documentation on all of this ? Maybe Xamarin could have left in the old way to publish when this new process actually makes sense.
