Older iMac as server?

I would like to build apps in C# using Visual Studio 2015 iwth the Xamarin plugin. It does require a connection to a Macbook or iMac machine in order to compile. My question is: would an older machine like one running is OS X Lion and 2 GB RAM work?

Can use a virtual machine to accomplish this?

Xamarin Studio requires at least Yosemite (10.10.5). That's likely to change to El Capitan in the not too distant future. Also, you're going to want at least 4GB RAM.

Apple's EULA doesn't allow running Mac OS X on non-Apple hardware, so depending on your country's views on EULAs, that's not an option. From what I've read, people who have ignored the EULA have had limited success.
