How to scale a rectangle so it scales down the y axis

I have 2 walls in my game, one at the top and bottom. After the player completes the level, I want to grow the walls, which I do with CCScaleTo and seems to work well for the bottom wall. However I can't get the top wall to scale down the y axis. It seems that ScaleTo wants to grow "up" rather than down. When scaled the top wall just disappear off the screen even though the X,Y coordinates show it to still be in the viewable space. I tried making changes to the anchorpoint but that didn't work. Help!

    Rookie mistake, I had not set the position on the CCDrawNode, hence the odd behavior.
