How to ensure toolbar items have consistent height on UWP

On UWP, when the toolbar is not showing labels underneath the icons, each item is displayed with the same height (see attached image).

However, when the ellipsis is pressed so that the text is shown underneath the icons, the highlighting of the toolbar items is inconsistent if some pieces of text wrap and others don't (see attached image - the highlight color is only subtly different - it's the bit under "Print" that is different).

Does anybody have a solution for this that will make the highlighting the same height across all toolbar items on UWP?

(Before anybody suggests it, yes - I might just change the "Copy to clipboard" text to "Copy" for English, but I may not be able to do an equivalent in other languages)

Also, then the text is displayed, the top of the page content is obscured. Has anybody got a solution that shuffles the content down when the toolbar text is displayed? (it may be that the resulting effect is nasty, but it would be handy to try it to work out whether shuffling page content down is better or worse than the top being obscured by the toolbar).

    You can override the default XAML styles in the UWP project. Simply copy from the default style definition and override in your native App.xaml.
