Unable to transfer ownership. zyz@xyz.com does not have an active Xamarin Platform license.

I'm trying to transfer ownership of an app in Insights to another user, but I get the message "Unable to transfer ownership. zyz@xyz.com does not have an active Xamarin Platform license." (the email is made up for this post). How can I verify whether the receiving user has the license or not? He is a Collaborator in the access list and can log in to Insights and see the dashboard for the app. I was expecting it to be easy to promote him from Collaborator to Owner. Please help, thanks.
