Cross Platform App Template (Forms + PCL) in Visual Studio 2017

Hello, I'm creating a new forms app in VS 2017 like this:

Add -> New Project -> Visual C# -> Cross-Platform-> Cross Platform App (Xamarin Forms Or Native)
The options are: Template: Blank App, UI Technonology: Xamarin.Forms, Code Sharing Strategy: Portable Class Library (PCL)

The generated PCL targets Windows Phone 8.1 and Windows Phone Silverlight 8.1

Now, if I create a new PCL by:
_Add -> New Project -> Visual C# -> Class Library (Portable) _

The PCL can't target Windows Phone 8.1 and Windows Phone Silverlight 8.1 because are deprecated. (see the Ravi Chande answer here: https://developercommunity.visualstudio.com/content/problem/18198/pcl-change-targets-window-and-add-portable-class-l.html )

Given the situation above, it's not possible to add a reference to the second PCL in the original App PCL, because the targets doesen't (and can't) match.

How can I overcome the problem?

    did you figure out solution for this ? i am facing similar problem in VS 2017.

    I want to have a new PLC project and want to add a reference to Xamarin forms PLC project but can't add as new PCL
    project does not have Windows Phone 8.1 and Windows Phone Silverlight 8.1 targets.
