Can you double check that you have a dll at the following location?

    C:\Program Files (x86)\Microsoft Visual Studio\2017\Enterprise\Common7\IDE\ReferenceAssemblies\Microsoft\Framework\MonoAndroid\{VERSION NUMBER}\Mono.Android.dll

Okay!!! I managed to fix this, I just didn't knew the MonoAndroid.dll path, I was able to re-reference it , it was a project importet from a source control, I guess he didn't share the same path as my local machine

To re-reference an assembly, right click on the assembly giving the warning and delete it, then right click on the dependencies, and click "add reference". Then browse to the relevant Mono.AndroidTools.dll, and add it.
