The downside to having no HAXM is your emulator will most likely be incredibly slow. You could try using a real device, or see if you have better luck with the Genymotion emulator.
I had the same thing on High Sierra. I downloaded the installer from the intel site (google it, I can't post links..)
During installation a message appeared that a system extension was blocked. After enabling it using Security and privicy in the Systemsettings it worked fine.

If you are running Parallels on your Mac, then HAXM won't work.
