  2. deleted debug, obj, release folders
  3. Rebuild project everything builds fine no errors

Try to run on emulator on Debug mode ARM or ANy CPU configuration then i get following error

    Fixed it by going to

Visual Studio Open Android ADB Command Prompt from tool bar
    then following command
    adb uninstall <>

packagename can be found by properties in Android project Android Manifest Package name

    Something like com.YOURAPP.app

This deletes the ghost copies from your Emulators

    Spot on!

I had this same issue and heres what i did:
    Close visual studio
Delete the Bin,Obj folders in root of project
Restart PC to stop any running .Net processes as these would prevent the completion of the next step.
    Delete .Net temp data in:
    C:\Windows\Microsoft.NET\Framework64\v4.0.30319\Temporary ASP.NET Files
    C:\Windows\Microsoft.NET\Framework\v4.0.30319\Temporary ASP.NET Files
Rebuild the solution in Visual studio
Hit the play button the debug the app and start the emulator
