Problem packaging Android app: Could not resolve: Mono.Security

We have quite an old codebase that used to build fine on VS2010 and Xamarin 3.X until I moved to a new dev machine.

The project builds fine but when I try to to run it, it stops with:

The "LinkAssemblies" task failed unexpectedly.
System.IO.FileNotFoundException: Could not resolve: Mono.Security, Version=0.0, Culture=neutral, PublicKeyToken=null

I'm guessing I'm missing a dependency somewhere - has anyone else seen this problem?

    Might also want to add that the old dev machine used to run Windows 7 and the new one is running Windows 10.
