I saw the other question regarding support for Forms but it's not clear to me whether or not I should expect any functionality in a Forms app?
(I didn't notice anything I could do as the Inspector stays grayed out, so I unstalled it.)
If you are using Xamarin Studio, hover over the Inspect button to see the reason why it is disabled. You probably aren't in Debug mode, or are running on a device, or have linking enabled, if it is disabled.
You can use the Inspector with Xamarin.Forms apps. You will have full REPL functionality. But when you look at the view hierarchy, it will only show native views, not Xamarin.Forms controls.

I'm running in VS2015 and debugging an app on my iPad, from your answer I gather that this isn't supported.
VS2015 is supported, however we do not yet support iOS inspection from Windows. Even on Mac, we only support iOS inspection when running in the simulator.
