How to create a PCL which targets both Windows 10 Universal and Xamarin.Android?

We are developing an application which needs to be supported on both Windows 10 and Android. We are not using Xamarin Forms but share code using portable class libraries. Currently when I create a PCL I cannot target both Windows 10 Universal and Xamarin.Android. It automatically falls back to Windows 8 and .Net Framework 4.5 (Screenshot).

Could you please advise how to achieve this?

    That's not actually a fall-back. It's telling you that, because those other targets support the same APIs, they will automatically be targeted in addition to the ones you've selected.
