SQLiteConnectionWithLock error in WP 8.1

I'm trying to get SQLite working on Windows phone and I have run into an issue when creating an async connection to the database.
Im trying to create a SQLiteConnectionWithLock instance but I get the following error:

{System.IO.FileNotFoundException: The specified module could not be found. (Exception from HRESULT: 0x8007007E)

This same process seems to work fine on Android and iOS.

has anyone struck this issue before?
