Android, iOS & WinPhone with Visual Studio

Is it mandatory to use PCL (Portable Class Library) on Android, iOS or WinPhone projects?

Do not you can use the CL (Class Library) on these projects? What would be the disadvantage of using CL on these projects?

This is because I'm making a solution which will have a draft of Android, one of iOS, one of WinPhone and another class library in which I have to add nuget SQLite-Net (this without using Xamarin. forms) and I need to work each platform independently and only share data layers, repositories, web services, local databases, etc. the problem is that when adding PCL, ORM SQLite-Net no is compatible with WinPhone 8.1, and I want to use the Class Library to avoid problems, but do not know what complications may come to have this when generating applications.
