How do I enable xaml preview in VS Community 2019-16. 8. 4, Win-7x64?

Description:
I make a double click on the AppShell.xaml file.
The result: the red window with the message MockView.

I did:
1. Closed / opened VS -Result: the problem could not be solved
2. Closed / opened the AppShell.xaml -Result: the problem could not be resolved
3. Built the `App1 ' project -Result: the problem could not be solved

4. Cleared/built the `App1 ' project -Result: the problem could not be solved

Questions.
1. What tools can you recommend to solve the problem?

Example 1. Completely replace Visual Studio.
