If flutter and xamarin at the end compile to native code, shouldn't they have the same performance?

I heard lot of discussion regarding the performance difference between various app frameworks, but one thing that s not clear to me is that if both compile to native code (when you pack the apk or any other package the result is just native code, so maybe java or kotlin for android, right? ) shouldn't they have the same performance (and have the same performance as well of native apps)?
