Unable to connect device over Wifi for deployment of Xamarin.Android project in VS 2017(Windows 7)

I want to deploy a Xamarin.Android project on a real device over Wifi in Windows 7. I am following the Connecting over WiFi part from the following link:

When I connect the device to the PC vía USB cable and run the command adb tcpip 5555 in the cmd I get error : device not found. I looked for solutions in the internet for the problem but none of them worked. By the way my Device Manager looks like that :

The ADB Interface has exclamation mark on it. I don't know if that has anything to do with the problem.

    Have you enabled the USB Debugging feature on your phone? Please confirm that. You can follow these steps to debug the device.

    • Unlock your phone and go to Settings.
    • Under Settings, scroll down and open About phone.
    • Find Build Number and tap seven times on it
    • Tap Developer option ->select USB Debugging to enable it

    I have enabled USB Debugging in my phone. But it still doesn't appear as a deployment option.

    Try to Restart Adb Server: Tools -> Android -> Restart Adb Server. If this still doesn't work, try deploying on an other phone device to troubleshoot the device.
