XCode to new? Windows Visual Studio storyboard designer "something went wrong" error

Hello! I am trying to open my storyboard file in Visual Studio 2019 on windows.

I initially worked on the storyboard in XCode on my Mac and the document rendered fine

After opening the storyboard in visual studio on my PC, I get this error:

I wondered if it was just a problem with the XML, so I created a completely blank single-paged app and I received this error:
This file could not be upgraded to the correct format automatically and so cannot be opened. If Xcode is correctly configured then re-saving the file in Xcode may resolve the issue.

I'm on the latest versions of Visual Studio on my PC, Visual Studio on my Mac, and XCode. Is this an issue with Mono? Anybody have this same problem?

    In the <document tag, change toolsVersion to a number that worked before, for example 13771. (Create a new empty project if needed, or take a look at LaunchScreen.storyboard).
    Unfortunately you have to do this every time you open the storyboard file for visual editing, because saving it there rewrites the toolsVersion number.
    I personally do not rely on the layout editor much, or use it only for display purposes. Writing the code yourself may seem slow, but it is reliable. The layout editor may mess up the constraints under the hood, and you can spend hours trying to figure it out. Happened to me once.
