Local SSL certificate no longer usable after latest VS2019 preview update

Hi,

I am developing a Xamarin Forms app using a DNC 3 web service api backend deployed locally during development.

Prior to the most recent VS 2019 preview update it was possible to access the web services locally over https using the setup described in the MS docs, ie
use System.Net http client & handler & intercept the certificate validation call using System.Net.ServicePointManager.ServerCertificateValidationCallback += (sender, certificate, chain, sslPolicyErrors)

Following the update this no longer works & any attempt to communicate with the web services locally returns an SSL error.

I have checked the configuration & from what I can see from trying to debug the issue the validation callback is never triggered.

Can anyone suggest what the problem might be or where to look?

I have tried updating to the latest Xamarin pre updates using NuGet.

    FWIW I haven't found an answer yet & the latest VS update didn't fix it.
