Remote notifications: unable to register tags server-side using the vaguely named "Installation"

I need to receive remote notifications, and do not want the client to have the ability to choose their own notification tags. I wrote some code for FCM but how to write for iOS?

The tutorial at https://docs.microsoft.com/en-us/azure/notification-hubs/notification-hubs-push-notification-registration-management seems incorrect. For one thing, there is no such class "PushNotificationChannelManager" (outside of UWP) so what am I supposed to do? For FCM I used the FCM token for channel id and that worked. But on iOS there is no such thing as an FCM token.

Also came across MobileServiceClient, which seems to have an InstallationId. Unknown if this is the id that will work. Also, MobileServiceClient constructor requires some mysterious app url as a parameter, no idea what url to use.
