Azure Notification Hubs. Are notifications regional or could be sent to any device globally?

Hi,
I'm new to Xamarin.
I'm trying to add push notifications using Azure service:
1. They asked for "Region". It's confusing to me, does region mean that push notifications are only sent to devices in the selected region? or could be sent to any device globally?
2. in Basic tier, we have 200,000 active user per namespace. what does namespace means?
