Firstly, you need to submit your build to iTunes Connect. Refer to this documentation: https://docs.microsoft.com/en-us/xamarin/ios/deploy-test/app-distribution/app-store-distribution/publishing-to-the-app-store?tabs=macos for the detailed steps.
Then you could add testers and configure the TestFlight build on Apple developer portal. Refer to the tutorials below for more detals:

Thanks for the answer, but I don’t need to immediately publish to the App Store, but first you need to test the application.

TestFlight is within iTunes Connect. You upload your app to iTunes Connect and make it available to TestFlight.

    Hi,

For deploying an app to Test Flight, you will need to create a distribution profile. You can create a distribution profile in your account in Apple Developer account.

You will also need to create the iTunesMetadata.plist file and add it to your project where you specify the properties for iPA. Ensure that you use the distribution profile when building the iPA. Do not use the developer profile.

Once the iPA is build you can use the Application Loader from XCode (XCode | Open Developer tools | Application Loader)

If there are any issues , Application Loader will inform the issues that have to be fixed before Apple publishes the build to Test Flight. If everything works fine, then you will get an email and you can see your build in TestFlight and then proceed to select the testers and distribute it for testing.

    Thanks

@timarsha If you want to use TestFlight to test your app, you have to upload your ipa to iTunes Connect. It doesn't mean you have published your application to App Store, you can only add this build in TestFlight Tab.
