Fragments in Android Pie

Created a new project, targeting Android Pie (Androdi 9.0). I click on "Add New Item" from the solution explorer. Search for "fragments". Add the file to the procject.

When I go edit the file, this is what I see...

After checking, Visual Studio 2017 is up to date.

So If one uses the UI to add stuff, the said stuff uses a "dated" template to generate the code ?

What should I do here ? Use a compatibility library ? If so, which ?

    On the lookout on what to do, and found this note on Google Android Support site :

    This is kinda hard to follow. I'm developing an app that need different "screens" with a bottom navigation (three screens), I always thought that fragments was the way to go for this use case. Anyone to give me a few pointers on how one can implement this without fragments ?
