Unable to start debugging Android/C++ shared library

I'm working on a native C++ shared library for Android and I'm having trouble debugging. I've tried both on my own project and the "SanAngeles" sample project and am getting the same error in a message box.

Unable to start debugging. Launch options string provided by the project system is invalid. AndroidLaunchOptions attribute 'NDKRoot' has an invalid value ''. Directory does not exist or is not rooted.

I'm runing:
Microsoft Visual Studio Professional 2017
Version 15.7.1
