VS 2017 using different Android SDK location

I have set my Android SDK location to:

C:\Users\james\AppData\Local\Android\android-sdk

using Tools->Options->Xamarin->Android Settings->Android SDK Location.

However, I'm getting the error when I build:

Error Could not find android.jar for API Level 24. This means the Android SDK platform for API Level 24 is not installed. Either install it in the Android SDK Manager (Tools > Open Android SDK Manager...), or change your Xamarin.Android project to target an API version that is installed. (C:\Program Files (x86)\Android\android-sdk\platforms\android-24\android.jar missing.) Musterd.Droid C:\Program Files (x86)\Microsoft Visual Studio\2017\Community\MSBuild\Xamarin\Android\Xamarin.Android.Common.targets 570

Note the bold path - so it appears that the build is looking in

C:\Program Files (x86)\Android\android-sdk\platforms\

for the SDK files.

I've confirmed that the SDK files are in

C:\Users\james\AppData\Local\Android\android-sdk

Anyone seen this and/or a solution?
