Detecting (and possibly controlling) connection to a wireless network

Client has a need for a simple app that can only operate when the device is connected to a private wireless network (SSID is known), and have found conflicting advice (especially ref iOS 7), is there a consistent cross network method of checking if connected to a known SSID? Or am I better off testing connectivity to a known private URL on that wireless network and responding based on success or fail? Am mostly considering iOS and Android, but possible Windows Phone

Secondly (moon on a stick time) is there any mechanism for connecting to, or prompting the user to connect to the correct SSID 'in app', basically want to give them a better experience when they arrive on site and guiding them out of the app, to settings, wifi and connecting manually

    Cheers, figured this was the case but you can but wish. :-). Detecting reach ability makes more sense anyway as it covers off more issues technically, will just have to cover getting connected externally
