Can't create .nupkg out of a Java Bindings library in VS 2017

When I run the command msbuild /t:pack /p:Configuration=Release, I get the following error message:

error MSB4019: The imported project
 "C:\Program Files (x86)\MSBuild\Xamarin\Android\Xamarin.Android.Bindings.targets" was not found. Confi
rm that the path in the <Import> declaration is correct, and that the file exists on disk.

In the .csproj file, the line is like so:

<Import Project="$(MSBuildExtensionsPath)\Xamarin\Android\Xamarin.Android.Bindings.targets" />

The value of $(MSBuildExtensionsPath) is C:\Program Files (x86)\MSBuild, but there is no Xamarin folder in that directory.

However, I did find the the Xamarin\Android\Xamarin.Android.Bindings.targets file in C:\Program Files (x86)\Microsoft Visual Studio\2017\Enterprise\MSBuild

Is there anyway I can link to this path, without having to hardcode it in my .csproj file?
